Onar's ability Brute Force allows him to use his Strength skill when performing a Tech or Insight test. Survival Gear lets you reroll one die when performing a Strength test. If Onar performs a Tech test using his Strength skill, can he reroll one die using Survival Gear?

If the test is tech or insight, the test is tech or insight even when Onar is using his strength attribute to determine which dice to roll.

Even though he is using his strength, it is not a strength test.

It might be worth noting that it's still not a bad item for Onar if you've got that card, since even though you can't reroll the actual test you can reroll the strength-test-before-the-test to see whether or not you get to take the interact for free.
