As the MIU is a tech-priest specific more advanced device than the MIU weapon interface, does it provides the free balistic action too?

It doesn't look like it, but there's nothing stopping you from fitting both.

Also note that the MIU is available to everyone, just usually found in the hands(or skulls) of tech adepts.
