Yesterday I was playing stark and used Northern Steel on Eddard Stark. In dominance I knelt Northern Steel to give ES its properties. Then I said Taht I cancel effect and draw a card. My opponent said that on NS there is not the word choose so He thought was not possible.

Can you please clarify me that?

Your opponent was correct.

Eddard can only cancel effects that "choose" a Noble character as a target. If an effect does not use the word "choose," it doesn't have a target. If there is no target, Eddard can't cancel it.
