Depends on what wave we are speaking about, the Bwing was a better ship overall, and either 4Bwings or Biggs walk the dogs could easilly go toe to toe against Tie swarms (other lists could aswell prior to this, but i agree they were at a disadvantadge, specially wave 1 era), we could argue that either advanced sensors or FCS didn't make them a truly "one action" ship sure. Nowadays basic profiles require EPTs and/or several upgrade slots to be able to compete due to upgrade creep multiplying value.

I'd put FCS B-wings firmly not in the 'one action per turn' camp. Even if the FCS is quite inflexible so it's not really the equivalent of a 2nd action, it's definitely more than nothing.

We'll call it 1.5 actions per turn, and it seems to be the most popular System slot by far.

It's probably the least situational system, also the cheapest.

The counterpoint is that it wasn't the most popular back then because it wasn't particularly effective against swarms, specially compared to advanced sensors. Getting something out of FCS against a swarm was not common.
