Can a person, before a match starts, require their opponent to use a dice tower or tray in a tournament level X-wing event?

Short answer, No.
There are often times at larger events where they might ask you to roll into a tray for the purposes of a camera recording the game and I can't say I have ever come across people unwilling to accommodate that but it would be a bit on the nose for some people if your opponent insisted you use a dice tower.
First time I've ever heard that one. It's certainly not in the official rules but it a tray is provided to roll in I'm not sure they would be a good reason to decline using it. Dice towers you may have a harder time convincing someone to use.
While the tower/tray is not required if you feel your opponent is using a questionable rolling technique you could call a TO to address it. By questionable techniques I meant things like NOT rolling for random result or rolling in a location that will disrupt the board.
On the topic of rolling it is technically legal to roll dice one at a time (and when it's rolled it is "locked" before the next is rolled so no knocking) as covered under "too few dice rolled" but there is NO GOOD REASON for doing so unless a person doesn't have the needed number of dice. It runs into the possibility of stalling and goes towards various attempts at cheating/illegal dice manipulation.

I've only seen a dice tower used on a few occasions and it seemed slower than just rolling normally.
Unless the TO implemented a rule stating that everyone use it, I would assume it is an optional choice for an individual.
I agree with Mace Windu that a dice tray may be required to track results, but I've never personally had to use one.
Also worth noting I'm not sure all dice towers are created equal so it would be impossible to police at a tournament unless ffg made an official one.

I started using a dice tray recently because it can help with nudging ships or obstacles with dice OR knocking ships over (in and extreme example, but I've seen it happen).
Sometimes though, a tournament may not have space for a tray.
There is a few opponents I have come across at tournaments who bring a tray and asks if I agree we both use it. I've never said no.
I once ran into a player who asked if we could ONLY use my dice AND maneuver templates, I answered with "I suppose" and this player quickly responded with "I hope it's not an issue since it's in the rules." Of course than I looked and this opponent had no dice or maneuver templates of his own on hand that I could see (possibly was allowing a friend to use his in the tourney). Needless to say... the tournement rules give a player the option to ask his opponent to share maneuver templates, range ruler, and dice... BUT they DO NOT say that if a player asks his opponent must agree. If two players can not agree to share, then it is on the TO/marshall to determine.
This is great. I just made a dice tower that is 4 feet tall with 13 levels "for maximum randomness".

So I suppose you could have challenged and asked to use his dice and then called the TO over to sort things out. If he didn't have dice and/or templates that would have given you a quick and dirty win. Of course if either side only wants to use one set of dice/templates then it is supposed to be done to avoid any possible variations with templates and to make sure the dice are "fair" for both players or to put it another simply to stop cheating.
I COULD have challenged. But I just don't want to be the guy that needs THAT win. I'm at a tourney to play. I suppose at the time I just could have done so without the snarky remark back to me. I don't have a problem with sharing. Truthfully I would have preferred honesty... "Hey, man. My buddy and I both wanted to fly in this tournament and we only have one core set, mind if we just use your range ruler, maneuver template, and dice?" I would have been COMPLETELY cool with that. I enjoy having my buddies out for tourney's too.
It was less about what was requested (and in fact, seemed more like a demand) and more about the tone.
Geez dice tower for xwing... yea lets make stalling even easier, cause no Xwing game ever ended by time...
