Nothing on it States that it is OPG like say the artoo ring. Is it every turn?

Strictly speaking: no, it's once per game round , not once per turn.

I would say the description on the card is pretty unambiguous... : )

However the card fails to mention a required rule that was obviously an oversight by the designers. Namely that the rebel player has to whisper "use the force..." while re-rolling the die.

Can I actually send another leader with Luke to seek Yoda? Like, can I apply the ring to that leader (Leia e.g.) and still make Luke a Jedi?

I never thought of that but, yea, I think you would. Assign 2 leaders to the mission, one being Luke, give the Yoda ring to the non-Luke leader and promote Luke to Jedi Luke.
