You can "roll" zero dice if you are called to make a roll. There was a recent thread on that very topic if you wish to explore it further.

The only time you have to actually roll dice to trigger a before or after rolling condition, is if it specifies "one or more" dice such as the C-3PO upgrade card.

There is a roll. You pick up zero dice, shake them around in your hand and cast them across the table. Now you have rolled zero dice.

If you don't want to roll your zero dice I suggest throwing them at your opponent or across the room instead. Just to get the frustration out.
