I think he's an Epic card for Epic play. If he's going to make an impact in 100/6 games then the Illicit to do so probably hasn't been printed yet.

There needs to be a ship with 2x<crew> and 2x<illicits> before he has a chance of seeing competitive.

Too bad he doesn't offer a kickback every time an illicit token is spent, like adding a shield token to the ship he's on.

"Maximum value" is relative. Glitterstim is more vaulable on a Lancer than it is on a Z because you are 3 dice on the attack and need the action for something else.
