That is my feeling as well. The uniques will be one-ofs but the other upgrades will be two-ofs. So it will hopefully be two External Racks per Hammerhead pack.

So I can probably only need to buy 7 packs of hammerheads to get the 14 external racks I need for whatever dumb list I'm making? Yaaaaay
