I'm right that I can't choose the same ship twice for his focus giving ability? Doesn't say different ships, so I can some what see it both ways, but I think I can only give one to each. Yes or no?

Yes, by the very nature of choosing up to 3, each ship can only be chosen once.

Yeah, "chosen" is a binary state, not an incremental counter. Choose up to three ships. Now give each of the ships you chose a Focus token.

The other way would have had to be worded like "Assign up to three focus tokens to friendly ships at Range 1-2. Then assign the Fanatical Devotion condition to one of the ships that received a focus token in this way."
