Where on the action cards does it state the Level of the card?

I'm not sure there is one. Hopefully someone has a reference though. I think it would be in the TRAITS section if it were there.

By level I think you refering to the rank of the action card. If it has any rank it will be listed together with the Traits of that card. As fare as I can tell only some Blessings, and spells cards do have a rank. No support, melee or Range action cards currently presented have any ranks at all.
