in the rulebooks it lists that when the party fortune pool "refreshes" the party can get some of those fortune tokens added to their character pool, with one stipulation.. it cannot go past their "maximum" fortune.. so what is a players maximum fortune? 3? or higher?

3 is the correct answer. PC can only have 3 fortune tokens. That is the maximum avaliable. Remember you also refreshes your fortune token at the start of each session.
