And they fixed the thing about judge not intervening in a game in the tournement rules release following the big discussion here in the forum, so it seems effective.

I also searched a bit on the forum and did not seen a post about inconsistency about the "You cannot perform attack" wording.

Cloaking Device may finally get a clarification once the C-ROC is released and Vizago can be used to replace Cloaking Device with Feedback Array.

What clarification were you looking for? The question about whether you have to roll for the cloaking device was already answered (no).

The clarification of if Cloaking Device denies you the opportunity to attack (just like Weapons Disabled and Asteroids) thereby denying the use of Feedback Array, or if it does not (just like Blinded Pilot) allowing the use of that upgrade.
