The rules are very confusing as they use the phrase 'number of players' quite often, sometimes with the word 'players' prefixed by Rebel or Imperial, and sometimes not. As a result, I'm never sure if they're talking about the total number of players (rebel players + imperial players), or only the number of players for a faction.

Right now, my confusion is in the paragraph:

"The Rebels can only have a number of bases equal to the number of Rebel players plus one. They can only have a number of outposts equal to twice the number of players ".

Does this bold part mean twice the number of *Rebel* players, or twice the total number of players (Rebels + imperials). We have two rebel players and two imperial players: so is the outpost limit equal to 2*4 = 8 or 2*2 = 4?
