Unguided Rockets and Hux/Fanatical Devotion

How does Fanatical Devotion from General Hux interact with Unguided Rockets? The second sentence of Fanatical Devotion suggests that it the setting aside of a die is an effect that triggers off of the standard focus effect, which would satisfy Unguided Rockets' requirement. However, does setting aside a die count as a die modification? The rules of dice modification don't seem to suggest this to be the case, since we are not adding, rerolling, or changing any dice results.

Unguided Rockets:

ATTACK (FOCUS): Attack 1 ship.

Your attack dice can be modified only by spending a focus token for its standard effect.

Fanatical Devotion:

When defending, you cannot spend focus tokens.

When attacking, if you spend a focus token to change all focus results to hit results, set aside the first focus result that you change. The set-aside hit result cannot be canceled by defense dice, but the defender may cancel critical hit results before it.

During the End phase, remove this card.

Unless FFG says otherwise, no, setting a die aside is not a modification. Modifications are:

Changing results

Adding results

Rerolling

No more, no less.

Seems like a combo, though Hux is super expensive to field since you need a Lambda at minimum to do it.
