Corellian Conflict: Can you change Fleet Admirals?

I didnt own the Raider expansion at the beginning of a Corellian Conflict campaign i'm playing with my friend. I would much rather Ozzel for one of my fleets but have Tagge now. Is it possible during the fleet management phase to switch out an admiral? If not I can live with my choice but is there any opening in the rules for this as the rule book doesnt seem very clear.

Also it didnt seem entirely clear in the rules either on whether you can sell back unsecarred squadrons and ships. If I have lets say a decimator but would rather two tie interceptors can I get rid of one and then spend 22 to get two of the latter?

No and No.

To Elaborate:

A fleet can only ever have 1 Fleet Commander, and as there is no mechanic for Discarding the Fleet commander (because even if its on a Scarred Ship that is destroyed, it is retained...) - It is the only unique upgrade Card where that applies.

The only way to "Change" admiral is to Retire the Entire Fleet, and take all of those Negatives as they go.

Additionally, as Written above, there is no mechanic for "selling" or even "Discarding" Ships or Squadrons, other than either Retiring the Fleet, OR, having them Scarred and then Destroyed....

This can be "cheekily" done by flying them off the Battlefield during 2 games, and not repairing them in the Meantime, if your Enemy won't kill them for you....

That said, I'm finding that most people are on board with house ruling to allow discarding units.

Except Dras, because apparently the RAAF doesn't throw anything away, or... something. ;)
