Why not give him something like Draw Their Fire, but let him absorb all hits and crits. That way defensive buffs on Biggs don't really do as much, because it's the original target of the attack that is rolling and modifying defense dice.
What if Biggs had this ability instead?

You waste points putting defensive buffs on Biggs? Maybe IA and a 1 point droid count as defensive buffs considering when IA triggers it wouldn't matter.
Of course maybe your "buffs" are in how you are flying Biggs where he is trying to force R3 obstructed shots while protecting a ship that has R2 shots. Not exactly the first thing that comes to mind when most of us her "buffs."
Just make his ability a choice activated once per turn effect.

I've seen people say that FFG can't make new upgrades to toughen up the xwing because it would make Biggs broken. So if Biggs's ability ignored any defensive upgrades he had, because the original target is the defender, then FFG could buff the xwing's defense without helping Biggs.
Just a thought.

Then don't boost the Defense if it makes Biggs "broken" but instead boost the offense which would actually make Biggs LESS valuable as he is now a bigger threat himself so you'd WANT to shoot him. Maybe you wouldn't have wanted to do it right away but if Biggs and the X-Wing were bigger offensive threats then you wouldn't feel bad about shooting Biggs.

This is the theory our group has make it the first attack per round, it still forces a split fire but it also makes swarms and multi ship builds more viable (who cares if Howlrunner has to waste her shots at Biggs if it means her 6 wingmen shoot at Kanan?)
What is it with needing to change Biggs to fix the X-Wing anyway. This is just the sort of bandwagon that i don't like.
There are plenty of possibilities to help the ship without making Biggs any better or even touching his role as a punching bag.
Give the X a massive offensive buff for example. Biggs in his role won't take expensive offensive upgrades anyway because his priority is protecting others. and if it's really good other pilots can do well with. And even f it's a free upgrade, he might still prefer to not get a shot in order to get shot.
Or make the X-Wing a supreme jouster like it's supposed to be when flown in formation. This would make it maybe interesting for Biggs, but much more for more offensive minded pilots.
Or simply deny Biggs access to the fix. There are possibilities if you really don't want him to have it. No skill 5 pilots? This is not for Biggs Darklighter? Whatever you like.
I mean in the end What Biggs can't get is a substantial defensive upgrade for free. But there are even already some of these and they don't really break the game, never have! Give him R2D2 or the EPT droid... It's not even worth it in the end. A defensive fix could make him too powerful. But that's about it!
In the end, we are not even in a situation where he is anywhere near dominating or defining the meta like Manaroo or Emperor did. He is in a pretty small percentage of lists making the cut and he is unlike Palpy or Manaroo for their not even in a majority of Rebel lists. And he already has a restriction unlike the two! Range 1 (so what they made Manaroo basically).
I am firmly against changing Biggs. He is not OP and never was. At the moment he makes one rebel list competitive, that does not need any changes. Kanan/Biggs namely. It is a good, synergetic list but requires a high skill to be flown effectively and can be countered. And didn't win anything worth noting.
Edited by ForceMYah, this strikes me as very confusing, especially since everyone I've spoken with seems to want a "Rogue Squadron" title. Just give it a "PS6+" restriction, and bam, no Biggs. Sure, you can't put it on Tarn, Hobbie, or generics, but that is also the price you pay.
Or, do what everyone else is saying, and make it offensive or otherwise unappealing to Biggs.
In response to the original question though, I don't think that it would work. Green dice are generally not reliable enough to make the increase worth it, especially if you have a two-three ship list, or low-agility ships. The "Use this ability only on one ship in range X" would be a better change...but I also don't think that Biggs needs to be changed. Now, if all we see from Rebels is Biggs, then yes, he needs to be changed. But until that day where 90% of the top Rebels lists field Biggs (and 70% of all top lists are Rebels) then we don't need a change.

A small percentage of builds in the cut perhaps, but a high percentage of REBEL builds in the cut. Since the FAQ he's been in the winning list of 2 system opens, neither of which was Kanan biggs, and Kanan biggs has shown up several times lately even before the nerfs

Weren't 2 System Open events won by Biggs+Miranda+Stressbot? at Hoth both players on the top table had Biggs in their squads and Kanan Biggs is showing up a lot in Top 8 Cuts as well. I might be missing something but I don't really see a Hard Counter for the list short of a way to Nuke Kanan with Ordnance around Biggs which isn't that easy
I'm not saying he needs to be Palp/Manaroo gutted but dialing him down a bit wouldn't completely uncalled for especially since those builds were chopped down
