It's not actually that hard, I've been pleasantly surprised. I've been using styrofoam as the base structure, which is really easy to shape. Most of my shaping a do with an assortment of Xacto knives and a snap-off utility blade and a cheap Emery board my wife didn't plan on using anymore. I coat the styrofoam in a few coats of Elmer's glue to seal up the foam (just the white stuff, though I'm considering going up to wood glue next time I need materials), then I've been using Tamiya putty to put on an outer coat and been happy with the result. I also scavenge my plastic from lids for plastic jars, pens, and whatever I can get sheets of plastic from. Aside from the putty and a foam cutter, I've spent $0 on scratch-building materials since I started.
