Which should I use? I feel like Guri is an Arc-Dodger and Fenn is a Jouster. Am I right? Fenn's title and ability say in opponent's arc. So, yeah.

Fenn's ability is AT range 1, so you don't have to be in arc. The title is based on being arc, but I considering it being an extra defensive bonus in lieu of autothrusters.
I've run Fenn like I used to run Tie Interceptors and been pretty successful. Sometimes you can't avoid the arc, so it's nice to have the title.
For the points, I'd prefer Fenn at 28 vs 30 for Guri based on PS9 vs PS5.
Kad Solus PS6 may be a more direct comparison of 25 points versus 30.
A lot of what you decide to take depends on the rest of your list.

The biggest mistake people make with Fenn I believe is that he is only a jouster. He is PS 9, has a great dial, can barrel roll and boost and has access to thrusters. Not being shot at trumps adding an evade result. I love Fenn and I love interceptors, which i think the Protectorate pretty much is, rolling 5 die from out of arc is better than rolling 5 die, adding a hit, then taking return fire if you fluffed your die.
I think for the points Fenn is better. You need to pimp out Guri too much so she is getting upwards of 40 points.

I run a list using Guri and Fenn together actually. I give them both PTL and autothrusters so they can, if all goes well, arc dodge and with 3 defense dice and autothrusters even if they get shot out of arc have a pretty good chance of shrugging off damage.
Guri and Fenn are a lesson in JUST HOW OVERPRICED the StarViper is.
I mean, they have broadly comparable abilities if you compare them with just [EPT of your choice], Fenn with title, and Autothrusters.
Fenn has 4 more PS and is a point cheaper, and has a a better pilot ability.
Poor Guri.

What he means is that Fenn is a hybrid between a jouster and an arc-dodger.
Arc-dodging: You will be flying carefully with Fenn Rau during the first few rounds of fighting of the match. For example, if your opponent has 3 ships, sometimes you will have to sacrifice shooting in order to wiggle out of 2+ ships shooting at you, Fenn is only really survivable when he's being shot at by one ship. Two shots on him can start plinking damage on him. Fly carefully and fly smart.
Jousting: Once one ship is off the board, you can usually start going in for some aggressive jousts (depending on what ships you have on the board too). Try not to joust without a focus token, even with the title, if a crit goes through it can really mess up Fenn.

I understand. I was just asking for help on my build.
Fenn is an arc dodger primarily, I would say - or more accurately, a flanker. The fact that his best defence against a turret is at range 1 in arc doesn't mean that's where he wants to be against anyone else; he just wants range 1 as long as he's not being attacked anyway.
