Pretty much what the title says. Can Bob use his ability to heal other investigators? Or just himself?

That he can turn one horror face down, or discard a facedown horror when he interacts with a person. I assumed that meant he could heal people when he interacted with NPCs, but there's enough uncertainty I wanted to check.
It does not say anything about other investigators. By default you can only manipulate your own state. Compare to other abilities that can affect other investigators.
Albert is spot on; had Bob be intented to help the other investigators, his ability would have been worded accordingly
