Ship at range 3 fires tracers, and hits. two other ships behind the ship that fired the tracers are outside of range 3. Those ships are not allowed to get the target lock, correct?

Tracers don't pass a blue token at all. They just give a friendly ship the opportunity to acquire a target lock in the normal manner. So the standard range for acquiring a target lock (Range 1-3) still applies.
