Valen Rudor can't be attacked by a squadron that is engaged by another squadron. Does that include a Counter attack? If he attacks a squadron with Counter can it attack him back even if it is engaged by another squad?

It applies to Counter.

Counter is an Attack, that's what's important.

So Valen is another way of ignoring counter.

Team him with IG-88, then laugh.

Valen applies to everything that is an attack. However, things that are not attacks (Mauler Mithel, Ten Numb collateral, Boba Fett, Soontir Fel) hit him.
