So a number of encounter cards in Curse say to locate a non-Bayou location with the fewest clues and then move the Rougarou to that location. What if the location the Rougarou is at has the fewest clues? Can you just leave it there? Especially if the current location is the ONLY one with the fewest clues. What does the hive mind think?

It has been ruled - you can have the Rou end up there, but by card text he still has to move, so he can just move one space away and then right back to your current location.
