For me it looks like that FFG wants to add punishment/penalties on a different level when being stressed.
It could be the start of a new trend of making more and more upgrade cards with abilities like "when you are not stressed" or "you cannot use when stressed" such as Expertise.
Because with pattern analyzers, primed thrusters and ships with additional firing arcs etc ships are nowadays not so much dependent on red maneuvers anymore.
Hopfully that trend continues
