If there is problem with the ruler, fix it in epic ship pack. It already happened to one imperial ship.
E Wing and "Sniper Sight"
If you were to keep the snipe shot ability, and make it a true e-wing fix, why not make it a e-wing only system slot upgrade?
Long Range Linked Target Array
You may attack an enemy, even outside your standard range, as long as the enemy is within range one of another ship equipped with this upgrade.
Wording aside, it lets multiple e-Wings be fielded, gives the ship a unique ability, each e-wing has to have the upgrade, if you want it more limited, make it only work with ordnance. It allows the e-wing to be a sniper - perhaps protecting the generics by hanging back, with an ace going toe to toe with the enemy.
As an aside, considering the (how I feel) cobbled together, ugly, appearance of the e-wing, make an e-wing upgrade that lets you take salvaged astromech upgrades instead. Make the horribly ugly e-wing a cobbled together ramshackle affair, put together in an act of desperation for more fighters, and with limited parts and no true engineer oversight. It explains the stupid and ugly design and allows for cross faction shenanigans.

I'd be down for a limited use or range 4 like as an e wing and maybe Interceptor fix, I don't want it in every future wave, but in a one to two ship fix, sounds cool to me , justifies their high cost and lack of efficiencies the e wing has compared to other ships
Why does the E-Wing suck? BECAUSE IT DOESN'T DO ANYTHING SPECIAL. This is a really cool idea about how to make the E-Wing shine, or at least give it a niche, and all Hexdot is getting is a bunch of lame excuses about access to the ruler and breaking core rules.
In truth, this is why I think Wave XI kinda sucks. Nothing in it is novel. But I guess that's how the X-Wing community wants it.
Why does the E-wing suck? Because that's how it was in the stories and games. It was a fighter that had massive design problems. I'd say FFG nailed it with how they brought it into the game; expensive, doesn't entirely do what it's supposed to do, and was ignored in favour of the older X-Wings. However, we could do something, while keeping inside the game design parameters for ease of use and continuity of rules, that incorporates the concept of it supposedly having superior sensor arrays and weapon systems (once debugged) than the X-Wing did.

And would this make Corran even more powerful? Darn right it would. But then maybe.. just maybe.. we'd see some of the others being used. A 32-point Blackmoon Squadron PS3 would potentially be viable:

Not quantum physics, Vector Space, quantum physics deals with measuring point particles.
But to simplify things I'm just saying Range 3 in X-wing does not equal Range 1 in Armada. Neither does Range 4 in X-wing Epic equal Range 2 in Armada.

If only Solid Works didn't cost $$$$$$$$$$$$$$$$$. I would try and design a 3d print for a telescopic range ruler. One side is strictly Range 1-3, but the other side extends to Range 5.
