Agreed, though I'm ok with Bounty Hunters occasionally flying with Empire OR Rebels. I could see a double-sided unique title (or something that fills the illicit slot... gotta behave if you're working with stuff imperials or the good guys) that allows a bounty hunter in a large ship to play on your team. Call it Imperial Peacekeeping Certificate / Rebel Sympathizer depending on the card side. You can't take Imp/Rebel-only upgrades, but can take Scum ones.

Hell, on that note, make Han a Scum pilot and let him play for the rebels that way. I've always felt that he was scoundrel smuggler first and a Rebel only because of his ties to Leia and Luke (nevermind the EU stuff, never read anything beyond Thrawn Trilogy).

Who do you think hires the Bounty Hunters 90% of the time?

That's the whole point of even being a Bounty Hunter, it's to work FOR THE GOVERNMENT in directly.

It would be completely inline for half the Scum ships to gain an Empire Pilot or two.

Also, the ship itself. The Firespray is considered a 'Law Enforcement' ship. Jango got his from stealing it from Prison Guards during his prison break

90% of the time criminal syndicates with police connections buy the bounty from hunters, then turn it in to the police for a profit. The bounty hunters normally wouldn't be able to go directly to collect on an Imperial bounty on account of their various felonies.

It would also make a lot of sense for Tycho to be a pilot in every single Imperial craft, since he used them so much. Come to think of it, most Rebel pilots have numerous undercover missions, so Wedge should be in a TIE Defender, Luke in a Phantom and Corran in an Interceptor. Crossovers might be thematic, but mechanically they're tough to pull off.
