Please review this Astromech Idea for a Scenario we are planning to run

So we are planning on running some scenarios, we are coming up with rules to boost old ships on all 3 factions.

One of us came up with the following and I wanted to share it to get your opinons (Which I'm sure you will be glad to give ).

He is calling it:

If you do not have an ept, you may gain one. Also, all 3 point or higher costed Ept's cost 2 points less.

So what does everyone think about this, is it costed correctly. It has some draw backs, because if you take this you cannot regenerate, but it can be used on many ships.

Not sure what you mean by "scenarios"-- if you're running fewer than 100 point lists or have some other specific goals in mind, then it might be acceptable use for them. (But if so, why not just use scenario-specific rules on a single ship or something?) But if not, do you want Rebel Quad TLT with Predator on all 4 of them?

If you don't, you need to rethink some costs here and possibly some restrictions on equipping this card.

So basically an R2D6 generic with a zero point cost and a EPT cost reduction built in.

I'd try it without the EPT cost reduction at first. My thinking on that comes being able to fly 4 Red Squadron X-wings (92) and having an additional 16 points in EPTs available. 8 normal points and an additional 8 from the points reduction. That seems a little too strong. Also you'd be able to add an EPT to a named pilot with a good ability and no EPT slot. You might find a really obnoxious OP combo that's too strong for the scenario.
