Kinda just a personal gripe but am I the only person who feels its a little rude to view a topic and not reply? Mainly talking about asking question topics like rule clarification. But also in Facebook groups for example every time I post in our local FB group asking if anyone is down for a game I will get zero replays but 15-20 views.

All I can say is that I personally only reply to something if I have something to add to a discussion. If I can't answer the rule clarification or help with a list build, or whatever the scenario is, I read and move on. I really do get the frustration around the FB thing. When I was trying to get games going in my area I would post in the FB goup, 40-60 people would 'see it' but no one would reply about meeting up and I had the same kind of annoyance as you.
I would say no it's not rude, if I have nothing to add why, because everything i could say has already been said, should I post something? Or if I thinks it X thanks to the title but inside the topic they talk about Y or something like that, i don't see why I should post there. This of course is more aimed at a forum than Facebook, I'm not on Facebook so I can't say anythin about this.

Right. Like just now. Because I wondered what this thread could be about, opened it, and now I find I really don't consider it much of an issue. But, now, if I DON'T SAY SOMETHING, then I will mess up the view:respond ratio, and I don't want to be That Guy.
Ugh. The things I have to do for avoiding social ineptitude.

I don't think it's rude at all. There are a decent sized chunk of forum users that read the forums constantly but hardly ever post anything themselves.
The rules forum is probably the last place I'd want people to feel the need to post out of fear of being rude. If they don't know the answer to the question that you are asking why would you want them posting? I don't know about other people that frequent the rules forum but there's a lot of times that I'll click over to the rules forum and I only open threads that I've already been participating in or ones that have no or few responses. If I see a thread with 8 responses, I might not even open the thread since the question probably has already been answered and a couple of corner cases or caveats about the rules in question have been added.

I think you might be the only one. And if you're posting groups asking if anyone is up for games then not replying is a reply.

I agree.
Quite often I'll read a post on the rules form, but only to see if the question has been answered correctly and see if there's any follow up. Or if it's got a number of replies I might want to see what the debate is about.
On other forms I may want to see what's being said but have nothing to add to the discussion, and I feel no need to further pad my post count here...
