Question about sea movement

I have argue with my buddy about sea movement. I will give you example.

When character wants to travel from Le Havre to London he must spend 2 turns:

1 turn - character moves to English Channel from Le Harve (sea location). If it is Dracula, he have time phase (he starts on land). Character have no action phase (character is on sea zone in the end of movement phase).

2 turn - character moves from English Channel to London. Dracula have no time phase (he stars on sea). Character have action phase (his movement phase ends on land).

Is it right?
