Because of the phrase "after performs attack" does that mean you need to have both TLT shots miss in order to get the Ops Spec focus token? Or can you get up to 2, assuming both miss becuse TLT reads "perform this attack twice."

Once, after both attacks, and despite grammar, 'after performing an attack that misses' and 'after performing an attack that doesn't hit' are the same in this context.

No. It triggers once. You get up to one focus token from one ops spec, and only if both TLT shots miss.
