Never once seen 3PO on the ARC in my neck of the woods. Rey, Kyle, or Tail Gunner are the usual go to options.

It takes away a little of the danger of getting in rear arc, but R2-D2 plus C-3PO equals a really tough nut to crack. And you can see that quite well here where she refuses to go down until the enemy ships die one by one...

I was that Norra's third round swiss opponent.
While he was kind enough to say that my dice failed me, **** did that Norra not want to die. I forget how much health I reduced her to, I think I had put on two damage cards and she had regenned all her shields by the end of combat.
You'd think a TIE/D with a Tractor Beam wouldn't struggle against Threepio at least, but nope.
