I'm trying to figure out exactly what the "Signal Intelligence Array" is. How would one describe it? Any interweb searches doesn't tell me much.

Well, it's an array of different antennae to intercept signals, connected to a computer with enough processing power to help decrypting intercepted transmissions or determine the source of a signal. A listening post inside of Whisper Base, basically.
