Zealot and Witch Hunter Loyalty

You know, it seems odd to me that Zealots and Witch Hunters are Order-Only Neutral. They just always struck me as Empire kind-of guys - but maybe that's a WFRP thing.

Does it seem odd to anyone else that they're neutrals?

Not really as they would go wherever needed, they are just more common in the Empire.

Actually I feel the same way. Witch Hunters are agents of the Church of Sigmar which is then under the rule of the Empire. Which seems weird for them not to have an Empire symbol. Maybe FFG just wanted the Witch Hunters to be put in any army and didn't have a better trade off for Skaven than Witch Hunters. I guess it's all a matter of balance now but it does kind of irk me as I have read many books from The Black Library about the Empire and specifically witch hunters and how they intereact, played the table top game for 15 years, played the mmo, and the rpg, and having done this it seems very out of place for the Witch Hunters to be their own neutral army instead of having Empire symbols. There was even a Witch Hunter comic series where I remember him condemning and destroying mutants "in the name of the Empire and Sigmar".

I think they are not a "neutral army", (or not even a real army at all) rather than a force keeping order, roaming around the world.

So it is not about their loyalty/or not to the empire, but rather their availability what set them as neutrals.

Should've had the order only neutrals as Dogs of War imo.
