Specifically page 11. This is what implies to me that Scavenger Crane shouldn't trigger.
Does flying off the board proc Scavenger Crane?
I'd agree, that based on that section upgrade cards do not have a chance to trigger when a ship flees the battlefield, even ones that trigger on the destruction of the ship.

Thbere's a difference between the destroyed ship not being able to trigger abilities and OTHER ships not being able to do so. New Chewie wouldn't need a specification in his text that it doesn't work if a ship flees the battlefield if you couldn't resolve abilities when that happened in the first place.
Even if a ship didn't flee the battlefield but was destroyed, how would you measure the Range 1-2 on Scavenger Crane?
Scavenger Crane says, "After a ship at Range 1-2 is destroyed..."
When a ship is destroyed, it is removed from the play area. After it is destroyed... how do you measure range to it?

There are a bunch of cards with redundant language in the game, this wouldn't exactly be unprecedented - the rule book says you can't regen above your shield value, but so does every regen card, not to mention all those 'immediately's.
I suspect this is just another case of rules text just not being quite air tight enough.
When it says " A ship that flees the battlefield is destroyed" in the rules regarding fleeing the battlefield, I'm certain this is simply there for determining victory points at the end of the game.
If it didn’t say that you could kill one of your opponents ships then fly all your remaining ships of the board and win the game haha.
The rules Ideally should have said something along the lines of:
"When a ship flees the battlefield, remove it from the play area. A Ship that flees the battlefield is considered to be destroyed for calculating victory points"
