I actually really enjoy the idea of this list. It always feels weird seeing Punishing one on a Contracted Scout but makes sense in this build. Play a few games and tell us how it goes.

I've been playing a similar list but with Unkar or Zuvio without the title on the scout and just loading it out with plasma torps. I love it!

Rage/inspiring recruit is starting to be in almost too many of my lists, you can set it up to be so powerful in the right circumstances.

I play Quads, A LOT, and can I give you a tip? Don't use Ketsu. Being able to use Ketsu is hard, you will never be in the right range. I promise, use Intel instead.

I have played Quads a couple times, i have another list that i like that utilizes 2 quads, fenn and Ndru, has a high skill ceiling! but I added it more for a control factor, good players will notice and try to avoid being left in that area...whereas unattentive players will let me burn their ships to the ground. overall the quad is there to fill some points, draw some fire, and if he gets ignored the enemy will cringe later at the his failure to realize the threat for what it is.

Love me some Quad Jumpers. They are so much fun and can really frustrate your opponent all the way to their destruction. I have been loving this list.
