What's sad is the Firespray has two titles and both are pretty lame.
Since it could use a fix anyways, I'd like to see two new titles for it. One that's scum only and one that's imperial only.

How set do we all think the Phantoms are? A title that could make them a lot better would simply be something to let them shoot while remaining cloaked. Now this probably couldn't be free as it is almost the same as giving the ship +2 Agility (because why wouldn't you want to be cloaked all the time?) but it isn't really because one still might want to decloak which is a brief moment of vulnerability. ACD may still be a thing as it could give movement options but letting a ship fire while cloaked actually reduces the PS race it is in now to retrigger before getting shot at. It could mean the cheaper SPA gets used more as it provides the free Evade action if cloaking or decloaking.
Like I said, probably wouldn't be a cheap title as you'd almost be giving the ship a 4/4/2/2 stat line but it could certainly change how the ship is (not)seen.

The first part means that you can use your primary weapon as essentially a targetting laser via FCS, meaning you can get tl/focus ordnance every round and you don't need deadeye to shoot without setup, the second is obvious, and it gives infinite ammo for missiles and torps, and effectively double ammo for bombs, which means you need EM a lot less.
Probably 0 points.
I would LOVE to see such a title, but it really sounds overpowered. Two attacks, infinite ordnance? I'd settle for ONE free ordnance.

The Phantom ALREADY IS a thin glass cannon. You'd need something like +2 firepower to justify taking out ACD, and people still wouldn't play it, because a Phantom with 2 agility is a Phantom dead in one turn. That's the nature of the Phantom, you make a mistake, you lose the cloak. cloak too late, can't cloak, you're very likely dead, unless you're lucky. That's why Whisper and Echo can't essentially take any EPT other than VI, otherwise you just threw 35+ pts directly in the garbage.

I don't like that. The fun in flying Phantom is watching them cloak and decloak (something they should be able to do every turn, not just as a defensive weapons disabled), trying to position them correctly to attack and cloak. If you could just ignore all that and fire while cloaked, it'd just be a ship with 4 agility, strong but not exciting at all.
The only way to make the cloak a different thing incompatible with ACD would be an upgrade/title which makes the Phantom really invisible when cloaked, so you can't shoot them at all.
Unrelated: did anybody ever play Star Control II? I like to think the Phantom is like the Yehat Terminator, which was able to briefly cloak and then unleash a storm of fire on the enemy. In fact, I usually make the sound of the Yehat attack in my mind when I roll the dice for the Phantom, especially at range 1.

I like your title proposals. By the way, titles shouldn't necessarily be fixes. They could just be things that you add for flavor (and because a ship never got one), but I realize they don't get too many chances to do that, as they need to actually print the cards, and they usually do that while reprinting a ship within a special box set, and that needs to be alluring otherwise it won't sell. On the other hand, they could make the box alluring in some other way, and then throw a flavorful title in there.
B-wings are supposed to take advantage of great barrel rolls around the asymmetrically placed cockpit. I would love to see a post/pre maneuver roll, maybe using the 1 bank template. It would allow the re positioning it's supposed to benefit from instead of it's current limited re positioning.
It's definitely a challenging ship to fix to where it's playable but not ridiculously powerful. A unique title might be good enough so you can only field one great B-wing.

I mean the Punisher can really punish. Say you have proton torps and extra munitions. Fire 1, Fire 2. Give it some alpha strike capability, maybe with a tradeoff like you have to use a focus and a TL but let it hurt with the right setup.

Not sure how the B-wing could be improved without spoiling its defining characteristics. A Defender /D-style title allowing it to fire a cheap cannon as well as its primary weapons would certainly be great. 2 drawbacks are that it might be a bit too good with FCS and FFG seem to dislike applying the same fix twice to different ships. Maybe a title allowing it to fire a primary weapon after firing a torpedo. That would be good but limited to only twice per game.
The pre-erratta'd X/7 title would actually work really well for the b-wing. Getting a free evade token to help combat damage mitigation. The ship would still be hindered by it's dial and point costs, but it could be the tank it was always meant to be. Sure it has 8 hit points (5 shields, 3 hull) but they are sitting behind 1 evade die, only time you'll be seeing multiple green dice is at range 3, or through a rock, or both. As opposed to 3 natural evade dice and white K-turns.

Stygium does see some play in a non-Phantom builds. Palob Godalhi Hawk with Cloaking Device, TLT, Intel agent and attani mindlink is an amazing combo. Other scum fighters who likes Range1 can also benefit from it greatly - combra with those two is a funny ship to play - not overly competitive, but, able to get into range 1 increadibly easy. (and survive it thanks to free evade).

It's only infinite until it dies... FUnctionally, EM is usually infinite ordnance for a Punisher anyway, even this one. Chances of getting 3 shots off is pretty low.
I think infinite bombs would be too much, though, FWIW. Too easy to just drive slowly up the board and seed huge areas with 'CANT GO HERE'.

I think Interceptors could use a new title. Honestly I think they should have gotten the X/7 title instead of defenders. They need something to bring down the cost of their mid range pilots.
Maybe then we would see more interceptors than Soontir and Carnor.
