Can you TL at range 3? There is a card that specifically says you can, but can't you already? It says you can TL at range 3 or out of range.

The card in question is Long Range Sensors, and it prevents you from acquiring a TL at range 1-2, so you have to be 3+

X-Wing Rules Reference Pg.3

ACQUIRE A TARGET LOCK

"Ships with the ? icon in their action bar may perform the acquire a target lock action to acquire a target lock on an enemy ship at Range 1–3. "

So standard Target Lock is range 1-3
