Why does it give you Hyperwave? I can't fix a reason. Usually expansions give you stuff that works with the ship(s) in the expansion.

It can be for one of three reasons:

Players will want multiple copies, without having to buy multiple Upsilon shuttles. Possibly just a nice way to spread out distribution, and prevent them from becoming an Autothrusters or TLT esque card.

Or, maybe, because in theory, you might want to use it on your Quadjumper by setting it up at PS 12 to know exactly how to mess with your opponent.

But, almost 100% because it is the only remotely useful tech upgrade for the ship that doesn't remove the need to buy several copies of Heroes of the Resistance. And the first point is an absolute lie, because if they wanted to prevent card monopolies in certain expansions, they'd have printed Palps for less than $100, and Autothrusters with a ship that people actually like to fly.
