For tactical decisions, I'd actually suggest having the Devastator initially make a beeline attack straight to intercept the leading edge of their group. I find that making it a priority target is the best way to burn off those tokens quickly, and then you're already moving fast in a position to fly away in the opposite direction while the Avenger hounds them for the remainder of the game.
