LoR - Reclamation - Izglick first move question

Hello all,

First post here... I recently started playing Descent. I've done the tutorial and as of last night I'm into my third quest. We chose to do the LoR campaign as our first series. Anyway our question comes from when izglik spawns and take his first action. Does that count as an activation? We were banking on that counting as an activation and in this particular scenario we were in a position that Dezra the Vile was going to feat when he spawned, thus immobilizing all the mobs around (specifically izglick). The OL didn't think that izglick first move after spawning really counted as an activation because the witchers group wasn't "activated" and it was a free action for izglick. As a group we decided to play that way, but I was hoping to get clarification in case there are other scenarios that use the same mechanic.

Also, another question in regards to sorcerers, does the summoning ability require LoS?

1. I don't have my quest guide, but an action and an activation are separate things. Actions USUALLY happen during an activation, but not always. In the case of this witcher, my recollection is that when the unique search token is found for the last time: he is placed, minions are placed, and then he moves- that would not be an activation.
