I'm brand spanking new to CoC. ' been reading the rules and can't determine if exhausted or insane cards can be used for actions.

For exhausted characters it depends on the action: If the action doesn't state the card has to be exhausted, you can take it while exhausted (and potentially even several times in a given turn / phase).

ok, if you have a card insane it is bascially useless for that turn, next turn he will be exhausted so not normally again in that situation.

to "exhaust" a card is to turn in to one side to indicate this, then you will be using the action/spell etc on the card, next round you would refresh, (turn right way up) ok?

Agree with all said before.

But if your question is about if you can use an exhausted or insane character to trigger effects the answer is yes, i.e.: you want to trigger the effect off Small Price to Pay (Core F19) you can choose an exhausted character you control to go insane and wound a character controlled by your opponent, or you can choose an insane character you control to wound it, and go insane the character controlled by your opponent.

What about if an Action: on a card states, Exhaust "this card" to "do (whatever) and the card is already exhausted. Does that fulfill the requirement or is it the "act" of exhausting that is actually the cost?
