Targeting Synchronizer & Homing Missile

Can a ship use a friend's Targeting Synchronizer Target Lock to fire Homing Missiles (Homing Missile doesn't say "Spend Target Lock")?

Because of the first half of the card

OK. I read it as you had to have an effect that required you to spend the lock.

Note the if, the if means exactly that, if instructed to spend a target lock by a game effect, you may spend the targeting synchronizer' lock

The text on the TS card deals with any situation involving a requirement to spend a Target Lock, after requiring an Attack (TL): to Attack: event to occur. The Homing Missile card instructs you to have a TL to attack, but does not specify that the TL needs to be spent.

This is one of the cases of doing what the card (not the squad builder software) says to do, and not doing what it doesn't say to do.
