Sorry if this question has already been answered, but are there official rules for crafting a lightwhip? I figured it would have been covered in Endless Vigil but it's not in the section on lightsaber crafting.
Crafting a lightwhip
A common theme with these career supplements is a lot of typos, and in this case, a missing weapon. Though it might be due to the fact that the Lightwhip does not use a lightsaber crystal mechanics wise, acting more like a regular weapon without seperate components. I would rule that you could essentially 'use up' an ilum crystal or something similar and convert it into a hilt at a cost of 400 credits, with a difficulty 4 Mechanics check to create a lightwhip of your own design.
The crafting rules for all items state that your GM is free to allow other item templates than the listed ones. So essentially your GM can create a crafting template in the game from any base item.
The light whip as listed doesn't allow crystals, which is why it doesn't have a crafting option I think. There aren't anywhere near enough uses for crystals other than making lightsabers in the books as is, so if I was DMing I'd absolutely allow someone to build a lightwhip.
The crafting template for a Lightwhip that can take a crystal I'd give to a player:
Lightwhip
Crafting requirements:
- 300 credits of rarity 5 materials
- Hard mechanics check
- 12 hours crafting time
Base statistics:
- Range Short
- Hardpoints 2
- Encumbrance 1
- Ensnare 1
- Unwieldy 4
- Ignore Parry on 2 ADV / Triumph
Special rules:
- -4 Damage to installed crystals
- +2 Crit to installed crystals
- Cannot gain Sunder from installed crystals.
- Treats any Breach qualities from installed crystals as 5 Pierce instead.

I forget where in the podcast it's mentioned but this topic does come up in a recent Order 66 podcast . The lack of construction rules was, to sum up, intentional as the weapon is so very different from normal lightsabres. I recommend listening to the podcast as it covers a lot of great info on Endless Vigil and crafting lightsabres.
As Kael mentioned, the crafting rules in general (not just lightsabers, but for all types of equipment) aren't meant to allow a PC to specifically replicate all the different items found in the book. For instance, you can't replicate the Temple Guard Lightsaber Pikes from Keeping the Peace using Endless Vigil's crafting rules, and there's a slew of weapon in EotE and AoR sourcebooks you can't replicate using the weapon crafting rules in Special Modifications.
Frankly, if a PC wanted to build a lightwhip, I'd just substitute the Negotiation/Streetwise check that's normally used for Rarity and make it a Mechanics check instead, while allowing the PC to decrease the difficulty by one step if they've done a lot of research into schematics for such a rare/exotic weapon. If they succeed, then boom the PC has managed to craft themselves a lightwhip with the stats listed for that weapon. Easy peasy, lemon squeezy.
But you can build the Temple Guard Lightsaber Pike Hilt using the GM Kit rules just fine, right?
BTW, which book has the lightsaber whip? I would have hoped they forgot that thing all together when building the FFG canon.

It's in endless vigil. And as far as I can tell, the lightwhip is still not canon.
