I would go with EU. If that isn't available, I would go with Concussion. Or Threads if you have them.

Concussion with Guidance chips will give you the best chance of hitting. You'll need a target lock to fire it off though.

Depending on the rest of your squad, I might take Tracers though. You can fire them with just a focus and being able to grant 2-3 squadmates target locks is worth giving up a range 3 attack with two dice.

If you've got 20 points to spend on a Mindlink Kaa'to, I'd consider bringing N'Dru instead. Toss the Cloaking Device or EMP on him with the last two points.

I would say concussion just because it hits like a truck and you are somewhat safe at range 3. Though that of course depends on your list.

I'd say find another point somewhere and put homing, if you can't do that, cluster.

Did you consider the Tracers?
