0 maneuvers and actions

Here is my situation.

Upsilon shuttle moves in front of Yorr. Yorr take stress, Upsilon gets an action. Then yorr runs into upsilon. Next turn, Upsilon does a red 0 maneuver, yorr takes the stress, does my Upsilon get to take an action, or since the two ships are touching the upsilon doesn't get an action?

Upsilon gets to take action since it didn't bump Yorr

Note they're still "touching", and couldn't attack each other even if they weren't on the same side. But the "skip your Perform Action step" is a result of the initial overlap, not of the "touching" state, so it doesn't persist even if the ships don't move away from each other.
