CC Timing within Phases -When does your opponent gain a VP from a scrapped fleet?

My friend and I are running a modified Corellian Conflict game where each of us plays the roles of all three admirals. We have reached the end of the second round, with a narrow Imperial point lead- 7-5, Imps.

At the end of this round, going into the Management phase, we each have a beat-up fleet we're thinking of scrapping. I (as the Imperial player), also have some tough choices to make on whether to refit a couple of ISD-IIs in my other fleets.

If my opponent scraps his fleet, I get an additional point, which would allow me to declare the Final Battle next round as the first fight. In this case, I'd definitely buff my fleets and not repair, because a Scarred ship isn't as bad in the final fight as in another round where its death could be final and require a full fleet refit. However, if we are going to another round, I'm likely to refit at least one ISD.

My opponent has to decide whether to scrap his fleet during this management phase, and in the rules it states that 'you immediately forfeit all points acquired for this fleet during the resource phase and your opponent gains one victory point.'

I'm reading this as I, the opponent, get to know during my management phase whether I have 8 points going into the last round or not (due to the 'immediately' prior to 'your opponent gains one victory point), and I get to fiddle with my point expenditures accordingly.

However, I can easily see an interpretation where we simultaneously make all of our management-round decisions, and then heading into the next strategy round I learn whether or not I have 8 points and can push the final battle.

Thoughts?

Simultaneous timing. Resolve in an order chosen by the player with initiative. :-P

Unfortunately nobody has initiative in the management phase so I don't think a rules-backed answer exists.

Personally I like the idea of resolving the refit and expand step in secret, but I like some fog of war in my games. Making it open and giving you the opportunity to refit with that knowledge is no more or less wrong.

Yeah we're probably going to go with the Fog of War answer as well. Still, worth a mention in a CC FAQ, as this knowledge influences a lot of things- whether you know you have initiative in the next round, for example, or how many victory points you'll need to win.
