Pattern Analyzer and touching/bumping

Situation: Poe had already bumped/was touching a party bus from the previous turn. Next turn, bus does a stop, Poe does a 1 bank, so Poe bumps him again. My opponent thought that Pattern Analyzer would somehow allow me to perform an action with Poe, due to us touching. I would contend that since Poe action performed an action, it was a bump like any other bump, thus no action. PA is stress avoidance, not bump avoidance. He may have been confusing PA with Advanced Sensors.

Who is correct?

You're correct. It doesn't matter when Check Pilot Stress falls, because the reason Poe's skipping his action has nothing to do with stress.

A ship that bumps skips it's perform action step. It doesn't matter if you try to move the step with a pattern analyzer, you'll still skip it.

Ironically, a stressed ship still does the perform action step, it just isn't allowed to do anything. (Tycho excepted)
