So in speed 0, it says the ship is not allowed to spend tokens. Does that mean not use them AT ALL (Exhaust + discard) or only discard them and being able to exhaust, because I know sometimes spending tokens means discarding, but I'm not sure if it's for effects only or normal use as well, help please

Here are the important rules for your question:
• If the defender’s speed is “0,” it cannot spend defense tokens.
• Defense tokens begin the game on their readied side. When a readied defense token is spent, it is flipped to its exhausted side. When an exhausted defense token is spent, it is discarded.
So when you're at speed 0, you cannot spend any defense tokens. Spending an exhausting defense token will discard it. There is no rule that says you discard a defense token, but there are upgrades that allow it. It is another condition added onto spending defense tokens, if that makes sense.
Also, you cannot spend a defense token for upgrades that say "spend":
• Defense tokens can be spent as part of a cost for upgrade card effects. If spent in this way, a defense token does not produce its normal effect.
• If the defender’s speed is “0,” it cannot spend defense tokens.
Cannot is absolute here. You're at speed 0, thus you cannot spend an Evade to trigger TRC.
Point of Order:
It says
the Defender.
When you're using TRCs. You're not the Defender. You're The Attacker .
You can spend an Evade to trigger TRCs if you are at Speed 0.
THe same Rule applies for Darth Vader. You may Spend Defense Tokens, at Speed 0, if you are attacking in order to Reroll.
But you cannot if you are Defending against an attack.
