Can Miranda recover shields past the starting amount of shields? Or is it just regen of shields lost?

Yes, in this game "recover" means "up to the starting value".

But it's worth noting that she can recover an infinite number of shields - she can just never have more than her starting value at any given time.

So (assuming she never takes damage from outside sources for the sake of simplicity) she could, each round, alternate dropping a shield to boost her attack and dropping her attack to regen a shield indefinitely. But she can never regen a shield when she has full shields, nor pay a shield when she has none.

But it doesn't say "up to your shield value" like all the others say.

There is a general rule to this effect in the rules reference.

Look, "recover" doesn't mean "get". It means "get back something you used to have". That said:

Which is good, because having to rely on a knowledge of what words mean is dicey in this game.

Yeah, R2-D2 and similar effects are just redundantly worded. You can't regen up to fifty shields :P

Gonk, on the other hand, can have an infinite amount of shields on him - they just don't do anything useful until you transfer them to his ship. Which is limited to its Shield Value like everything else.
