Can I use his ability on multiple dice?

No. Elusiveness triggers when defending. After the first time it triggers, the window for it to trigger has passed, so it can only be used once per defense. Now what Nien Nunb would allow you to do is use Elusiveness multiple times in a combat phase, if he is able to get rid of the stress token each time.

Actually it triggers during Step 3.i of the Attack (defender modifies attack dice). The reason it can't be used more than once is below:

Elusiveness triggers each time Nien is attacked, and Nien can choose to receive a stress token to force a reroll of a single attack die per attack. He can only get rid of a stress token if the attacker is inside his firing arc.
Also, because stress tokens are received or removed one at a time (regardless of the total number), if an attack deals multiple stress tokens, he receives them one-at-a-time, and can trigger his ability per stress token. His ability has no timing restriction like Elusiveness does. It's any time he receives a stress token.

It doesn't matter how many stress tokens you load up on him, he can still use Elusiveness when stressed as it's not an action. He can only get rid of a stress token if the attacker is inside his firing arc.

From how I read it, he only needs an enemy ship at range 1 in arc to remove stress. He could use Elusiveness once for each attack on him, provided he has one enemy ship at range 1 in arc.

Yup. It doesn't matter who is shooting him. If he has an enemy in arc at range one he discards stress as soon as he gets them.
